You can rate the seller once they have accepted your offer. If you have already contacted the seller, and you both agreed to terms, ask the seller to please click the  accept button to officially accept your offer. At that point, you'll be able to rate them; or if you've experienced a problem, you may wish to file a report with Sell.com.
