This is a Hamilton Mint Cased "United States Ingots" which includes 50 pieces of 1 Troy Oz of pure (.999) Silver bullion bars coated with 24k gold.
Each bar represents one state with pictures and description on it.
That's 50 troy ounces of Silver. Only a few thousand sets were produced and many were melted down during the Silver price spike in 1979-1980.
